The paid Dreampunk mod persists as a set of ReShade presets
The graphics pack Dreampunk 3.4 from NextGenDreams is sold, unlike most Cyberpunk 2077 mods, and it has not yet followed Luke Ross's VR mod. YouTuber In Theory Theo went through why a complaint might not land.
Dreampunk, in his breakdown, does not rewrite the game. It is presets for ReShade: instructions for image processing on the graphics card. The authors charge about 9 dollars a month on Patreon and do not replace CD Projekt's files. The studio cannot ban the ReShade utility itself from touching the game.
Theo compares that with the VR mod, which changed how the game is played and therefore became too visible a target. He calls Dreampunk a coat of paint, easier to ignore legally until a line is crossed.
The community argument remains. Some see an acceptable collection for cosmetics. Others treat any fee for someone else's image as the same monetization that took down the headset mod.
